Notice Regarding Lost of Passport

What to do if you loose your passport while travelling outside Russia:

1.You have to go to a police station and report about lost or stolen documents.

2.Contact Malaysian Embassy in the country (actually, they will tell you everything). In the Embassy you will be given a temporary passport for your return to Malaysia.

3.When you get new passport in Malaysia fax or email the copy to Contract Department of Dean's Office (+78442383028, cved@volgmed.ru). One month later Immigration Service will prepare the invitation letter and Contract Dept will send you the letter. After that you will buy the tickets for the flight and will come to VolSMU. That's why be careful with your docs, you need the educational visa, because you come for the study, tourist visa will be useles. The invitation letter is the only way to enter Russia. Here in Volgograd you will get new visa.

1) Safety

Please avoid using heater in hostel.
All of electrical tools such as boiler,rice cooker must be placed in the kitchen.(hostel)
Make sure all of you dress warm in winter season.This will affect your health for short and long term.
Be caution while walking on the street to avoid any incidents (slippery,falling of ice from top roof of apartment along the street/corridor,trauma,etc)
Presidency election of Russian Federation will be held on March 4th, so please avoid to get involve with (anybody/group) who promoting the election. For those who live in apartments, just ignore the people who come to your house to ask/promote you to join their political parties.

2) Winter holiday

Our dekanat recommend us to avoid using buses for going to Moscow.You can use other options such as train and flight.There are lots of accidents occurs on street during winter season.
During travelling in Russia,if you are stopped by people who claim himself as a police(or other officers), and asking you to show your documents(passport,visa etc), you have the right to ask his 'authority card' before showing your documents.And you can show your copies of your documents.
If the police,officers asking for money on the street, please ask him to bring you to nearest police station or bank to make payment(if you are needed to do so).But please keep your original documents with yourself.Dont pay any cent to police on the street!

3) After Coming back from holiday

PLEASE TAKE ATTENTION!

You must submit all the original and copies of your documents (passport,visa,imigression card) to visa department within 3 days upon arrival in Volgograd for new registration.
If you travel in Russia( Moscow,Sochi,St. Petersburg) more than 7 days, you need to do new registration as mentioned above.If less than 7 days, you just need to send back your visa to Visa Department.
For those who need to renew the visa, you need to submit all original and copies of your documents (passport,visa,imigression card & bank receipt) 20 days before your visa expired.
In order to renew visa, make sure your passport have 6 months validity before expired.
For students who stay in Moscow after arriving from other countries(Europe,Malaysia etc), please keep your international and domestic tickets and need to show during registration.
Please keep your visa safely.
If something happened (lost of wallets,visa,passport), please lodge a police report and go to Malaysian Embassy of the country.

Department of A&E(3rd & 5th year)

1.Prepare a diary which has to be certified by the head of department/hospital.
2.Your diary should include 30 prescriptions and treatment algorithm for 10 diseases.
3.A short characteristic of yourself during your practicals should be prepared and certified by the doctor in charge.
4.Upon your return to Volgograd you'll have to sit for your exams.

Update on summer practical procedures

Attn to those who submitted their name for summer practical in Malaysia:

1) Starting from Friday (17 June 2011) after 2pm, you may collect the letter issued by the university from the dekanat (refer to Mr. Maxim).

2) Starting from Wednesday (22 June 2011), you may resume the next step; present yourself in the dean’s office together with a print out copy of your acceptance letter from your respective hospital in Malaysia. You are supposed to write a заявление to our dean regarding summer practical application. The dean will tell you how to write it sign the заявление himself.

3) After obtaining the 3 documents:
a) letter issued by the university
b) Acceptance letter issued by hospital in Malaysia
c) Заявление approved by the dean

You may now proceed to your respective departments (2nd and 4th year therapy and surgery; 3rd and 5th year ambulance) to get the diary format and practical exam question list. Your respective department will handle the rest unless otherwise told by your respective departments.

4) Upon your arrival back to Volgograd, you are required to submit the practical diary which is certified by your respective department and hospital and the original copy of your acceptance letter issued by your respective hospital in Malaysia.

5) Practical exam session is expected to be held in the first two weeks of September 2011.

You are once again reminded that the department which you are going to carry out your practical in Malaysia must comply with practical principles for your course of study in VSMU.

Therapy department (Russia) = medicine/general medicine/internal medicine department (Malaysia)
Surgical department is the same for both.
Ambulance department (Russia) = Accident & Emergency (A&E) department (Malaysia)

MSA does not bear the responsibility for your flight tickets issues. You should understand that all air tickets changes are done in expenses of your own risk.

We understand that some of you have received the acceptance letter from your hospital in Malaysia and wonder why you cannot carry out the first 2 steps at once. The reason is our university expects us to use the letter issued by them to apply elective practical in Malaysia. And when you receive the reply from your respective hospitals in Malaysia (which some of you already have it now), then you proceed to step 2. In this case, the university did not know that an official reply for your application will take at least 1 month (varies according to hospitals) unless you have connections/alternative way.

So, we separated the 2 steps in 2 different time, so that it will be as if your hospital in Malaysia reply to the first letter issued by the university.

Due to this factor, we need your cooperation to follow those steps mentioned above in the given time period to avoid conflicts with the dekanat. We do not want any unnecessary difficulties from the dekanat in the future, do we?

MSA had finalized and submitted up the names collected from batch representatives. Further addition of names shouldn’t be done through MSA anymore. If you would like to do so, you may appeal through the dean directly.

Summer practical announcement

Dear students who submitted their name for the summer practical application,

You are allowed to collect the formal requirement letter from the dekanat starting from this Thursday (16 June 2011).

This requirement letter is issued by the university which gives you the permission to carry out your summer practical in Malaysia. However, it is mandatory for you to have the acceptance letter for elective posting issued by your respective hospital in Malaysia.

Please note that you are required to produce your practical reports certified by your respective hospital upon your return to Volgograd for the new semester.

You are also required to sit for the practical exam upon your return to Volgograd. Practical exam will be expected to be held within the first two weeks of September 2011. Practical exam schedule will be notified through MSA blog.

Dear all,

Request for Financial Aid for SaranyaSukumaran

Regarding the matter above, MSA would like to make an appeal on behalf of SaranyaSukumaran and her family to the Malaysian students to ask for financial assistance for her.

2. Saranya Sukumaran is a 4^th year student in our university, who stays at Kim Hostel. On her winter holiday in Spain, she was hospitalized, where she was diagnosed with H1N1. She was later admitted into the ICU department for complications due to pneumonia secondary to H1N1 and has remained unconscious since then (approximately 3 weeks). She is expected to be weaned slowly off the artificial respiratory apparatus, as her lungs and chest muscles are not strong enough to breathe independently.

3. SaranyaSukumaran is from a single-parent family, with her mother as the bread-winner. She is not on scholarship, nor has she other forms of financial aid.

4. MSA would like to humbly request for donations from the Malaysian student community in Volgograd to ease the financial burden on Saranya’s family. This gesture will also show the whole-hearted warm wishes of the entire Malaysian community for Saranya’s recovery to them.

5. Everything collected will be sent to Saranya’s mother, Ms. SaraswatiMariappan.

Dear students,
The dean of the university had conducted a meeting on 20th December 2010 (Monday). The university would like to convey these messages to all students:

Students are reminded to take good care of themselves, especially out in the streets.
Students are expected not to create any forms of attention and conflicts. If any problem arises, students should always refer this matter to the university or curator as soon as possible.
Students are not advised to wonder outside at odd hours. Students are recommended to stay home after dark.
The university assures that the current situation in Volgograd is still under control as enough safety measures have been carried out, despite the riots happening in other cities in Russia.
For students staying in apartments, students are required to obey the rules of their respective premises. Any violation of rules, for example causing fire will end you up with court case and fine. In general, lowering down the noise production after 10pm.
Students are not advised to leave Volgograd for this coming New Year break. If you need to do so, you must obtain permission from dekanat together with application letter and parent’s supporting letter.

Dear Malaysians,

We are glad to announce that the MSA constitution is finally ready. The aim of forming the constitution is to set a guideline for the MSA committee and its members in regards to their responsibilities and conducting an election. It has been made and tailored to suit the system and environment in VSMU.

There are always pros and cons when implementing a new system. We hope that members can be understanding, and give full support to the new constitution. If the system implemented proved to be ineffective, the points in the constitution can be rectified appropriately, as stated in the constitution.

The election will be conducted on the 27th of December 2010. We understand that it is a rush and everything has to be carried out within a short period of time, so we hope that everyone will give their full cooperation to their batch representatives, in order to smoothen and hasten the election process.

University Campsite

The University has informed us of the Спортивный лагерь, a campsite belonging to the University that is situated on the riverbank of the Volga.

This campsite is open for use to any student of the VSMU for 250 roubles per person per night. The campsite could accommodate up to 190 people at any given time. Other facilities include but not limited to basketball, football, volleyball courts, an outdoor gym, a canteen, a sauna, a barbecue site and others. It is also possible, if it's preferred, to prepare your own food in the canteen under supervision of a certified cook, provided by the university.

The beach is privately owned by the University and therefore its cleanliness is guaranteed.

The ride to the campsite takes around 30-40 minutes. Transportation can be arranged by the university with charges.

Interested students should contact and provide the MSA with details [Date, number of participants, budgets, requests etc.]

The MSA will then arrange the discussion between the officials concerned and the students.

Practical:

-According to the Dean, Mr Emelyanov, as the pro-rector Prof. Spasov is not in Volgograd, the summer practical rules is set by Russian government, MMC just supported it as they think overseas students should carry out their summer practical in the respective countries where they are studying in.

-The duration of summer practical as well as when it is carried out cannot be changed because our university is strictly following the standards guideline offered by Russian medical council, this means that both Russians and foreigners students need to carry out this summer practical from 1st until 28th July every year unless otherwise stated by your specific department where you are going to carry out the practical.

-Mr. Emelyanov promises to increase the quality of the practical. Soon a survey list from university will be distributed.

-Meanwhile, MSA also hope that students can fill in the survey list provided in MSA blog, as a feedback for university and Malaysia Embassy.

Registration:

-University cannot change the visa expiry date to 1st of October as requested by MSA, because it is a rule set by Immigration Department of Volgograd. And this rule varies according to different states.

Safety:

-The university reminds all students to take good care of themselves, do not do things that could endanger yourselves.

- Prof. A.A Spasov had showed MSA committee the university’s property and facilities (summer camp) where students may use the facilities for occasions provided with booking procedure and a minimal surcharge. The detail regarding the summer camp will soon be announced.

-Students living in the hostel are required to obey the hostel rules at all times, especially regarding the electrical appliances usage.

Conclusion: In conjunction with this, MSA will write in letter to Ambassador, to have the above issues clarified and finding the best solution which is beneficial to all parties.

Notice Regarding Change of Address

There is an agreement between our university between our university and your respective agents and sponsors [JPA, MARA, MINDEF, YT] that all pre-med and first year students are required to live in the hostels, as provided by the university.

The only exception to this is if one were to move into an apartment with one's older sibling, who must be a student of the VSMU in his or her third year or above.

Second year students are only allowed to move out if they have the appropriate documents.

Documents needed for the abovementioned pre-med, first and second year students, who wish to move out:

A permission letter from your parents to move out in English. Reasons of moving out MUST be stated inside said letter.
A request letter to Mr. A. A. Rogov (заявление)
The contract of your new accommodation (договор) to be presented to Mr. A. A. Rogov

Furthermore, Mr. Sherbakov in the Visa department must be informed of the change of address.

This is also true for students, who have changed their address but have yet to inform the Visa department. Legally, this must be done, at the latest, 3 days after the move but if you're past this date, please do this as soon as possible.

The immigration officers will start to check our passports and registrations slips soon. If you're found not to be living as stated in your registration slip, it is considered as breaking the law.

You may be fined for the first offense. For the second offense, you will be sent home and you will be denied a visa to enter the Russian Federation for 5 years.
